 Networks and Regulation
Impact on Networks
  • Cell Broadcast is not affected by, or does not cause congestion, by not using traffic channels
  • Cell Broadcast does not affect GPRS dynamic channels.
  • Less signaling load than one phone call or SMS (no paging load).
  • Is not immune to failure of cellular infrastructure, switches, transmitters.
Impact on Cell Phones
  • To enable the feature, the user can switch it on from the ‘area information’ menu on his phone.
  • Or, it can be enabled by over-the-air-activation-teleservice.
  • Or, the consumer can visit a local mobile phone store, thereby stimulating more handset sales.
Impact on regulation
  • Urgent need for harmonized channel coding scheme to make it practical for travelers and tourists.
  • Improvements to standards needed to make sure phones give priority to emergency messages.
Can have channel codes for “private” uses such as:
  • Police channel for calling out specialists or off duty officers
  • Hospital channel for calling in off-duty doctors or specialists
  • Press association channel for informing media of the location of media village or risks not noticeable from reporters’ locations.
